Michael Toohey to appear; Investigation by former NSW premier begins

The ICAC has learned that the state government expenditure review committee in December 2016 approved a $ 5.5 million grant to the Australian Clay Target Association in Wagga Wagga, a grant that had been defended. by former Liberal MP Daryl Maguire.

This funding was conditional on the achievement of certain things, including a satisfactory business case.

Sports Bureau director Michael Toohey told the ICAC he was asked to prepare an urgent funding request for the project at the ERC, and was never told why he had to be written so quickly.

An email circulated to the ICAC suggested that New South Wales Treasurer Gladys Berejiklian had requested that the submission be placed on the ERC’s agenda for December 14. Ms. Berejiklian then had a secret relationship with Mr. Maguire.

She denied any wrongdoing and insisted that she was acting in the best interests of the people of NSW at all times.

The NSW government has described the role of the ERC as helping the cabinet and the treasurer “develop the tax strategy and budget for cabinet review”. In 2016 and 2017, the relevant period, the treasurer of NSW was Ms Berejiklian.

A document presented to the ICAC recorded the ERC approved the expenditure of $ 5.5 million.

But Mr Toohey said the approval also indicated that the grant should come from the state government’s Regional Growth Fund – Environment and Tourism and go to the Office of Sport, which was then paid to the Wagga Wagga association.

This detail was not part of his original submission.

At this point, the project was no longer overseen by the Office of Sport but by another government agency, Infrastructure NSW. The grant was conditional and unsecured, Mr. Toohey said, including a satisfactory business case.
